Change to end date and time specification

We have improved the end date and time specification for pre-order rules as follows.

For example, if you set the end date and time to "2025/1/23 10:00"

🔴Before: 2025/1/23 10:00:59
🔴After: 2025/1/23 10:00:00

Thanks to this improvement, setting up product launch announcements, which used to be complicated, is now much simpler.

Additional Information

● Existing pre-order rules are not affected.
● This specification applies when you create a new pre-order rule or edit the end date and time of an existing pre-order rule.
